CITY WILL PAY $1.1 MILLION TO FIND DUMP ALTERNATIVES.

As part of an ongoing effort to reduce Los Angeles' dependency on landfills, the City Council voted Friday to spend $1.1 million to study alternate ways to dispose of To determine the fate of; to exercise the power of control over; to fix the condition, application, employment, etc. of; to direct or assign for a use.

The effort is being spearheaded by Northwest San Fernando Valley San Fernando Valley

 Corp. presented the city with a study in September that weighed 16 alternative technologies for processing trash that Angelenos place in their black bins. Such refuse is currently taken to landfills.

The report looked at an array of biological, chemical and physical methods for disposing of waste. It concluded that thermal-heating methods are best suited for processing black-bin refuse, and it laid out a timeline to have a facility online by 2010.

The second-phase contract with URS approved Friday will narrow the list of technologies, Smith said, while also considering potential conversion sites, costs and permitting issues.

The study will also look at what kind of public education and outreach Outreach is an effort by an organization or group to connect its ideas or practices to the efforts of other organizations, groups, specific audiences or the general public.  campaign would be necessary.

The earlier study acknowledged that new technology such as waste-to-energy conversion would generate ``many question from the public with regard to environmental impacts and public health issues.''
