As part of the residential deal with Blue Barrel, the rate for customers would decrease from $22.13 to $18.64 monthly and would continue through April 14, 2006. The rate would fall again, to $16.25 monthly on April 15, 2006, and then is subject to increase annually by an estimated 2.6 percent beginning in 2007.
