CITY TO PURSUE LAND ANNEXATION.

Byline: Susan Abram Staff Writer

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - Santa Clarita officials will pursue annexation of 825 acres in the Newhall Pass Newhall Pass is a mountain pass in Los Angeles County, California, USA. The Santa Clarita City Council is expected on Tuesday to rescind its former application for annexation of the property as a formality Adv. 1. as a formality - in a set manner without serious attention; "they answered my letter pro forma"; "he kissed her cheek perfunctorily"

``We're going to go back and do what the court ordered,'' said Vince Bertoni, interim director of the city planning department. ``We fully expect to prepare the (environmental impact report). The city is in no way thinking about giving up on this. This is something the city feels very strongly about.''

Palmer has applied to annex his project to Los Angeles because of its ability to provide water.

But Santa Clarita officials had hoped to annex the land first to stop the high-density housing and commercial development. City officials have said the project would increase traffic congestion The condition of a network when there is not enough bandwidth to support the current traffic load.

Last year, Palmer's Las Lomas Land Co. sued the city, saying the City Council's effort to annex the site violated state environmental law. But during the ruling last month, Janavs said the city had taken a shortcut (1) In Windows, a shortcut is an icon that points to a program or data file. City officials believe Palmer will encounter opposition to the project from Los Angeles residents, who also wouldn't want to see more congestion on the freeways.

A draft environmental impact report estimates that the development would generate 44,000 car trips each day and require the removal of nearly 3,000 oak trees.

But the report also states that the project would provide much-needed homes and apartments, create 9,000 jobs and generate $13 million in revenue for local government.

``We're not proposing any development project on this land,'' Bertoni said. ``(Palmer's) process is going to be very lengthy with the city of Los Angeles

. We fully expect the city of Los Angeles to look at this very carefully. It has a lot of potential significant impacts.''

Neither Palmer nor his representatives could be reached for comment Friday.
