CITY TO AID SMALLER FIRMS ON CONTRACTS.

The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  agreed Friday to create a small-business advisory council to look at ways the city can spread its multimillion- dollar contracts among more local firms.

Under the proposal by Councilwoman Wendy Greuel Wendy Greuel is President Pro Tempore of the Los Angeles City Council representing the 2nd District. Greuel was elected in 2002 to fill the remainder of the term of Councilman Joel Wachs. She was elected in her own right in 2003 and reelected in 2007. , the panel will review how the city contracts for goods and services In economics, economic output is divided into physical goods and intangible services. Consumption of goods and services is assumed to produce utility (unless the "good" is a "bad"). It is often used when referring to a Goods and Services Tax. , and recommend ways to include more small businesses. ``We have been looking at how we can become more business-friendly,'' Greuel said. ``We should be looking at how we can give them some city business.''

Councilman Bernard C. Parks Bernard Parks (born December 7, 1943 in Beaumont, Texas) is a member of the Los Angeles City Council, representing the 8th District in South Los Angeles and former Chief of the Los Angeles Police Department.

Parks attended Los Angeles City College, received his B.S.
 said the emphasis should be on helping local businesses.

``We should never lose sight of our own local firms,'' Parks said. ``When it comes to our concerns about women- and minority-owned firms, the issue if we deal with local firms will encompass those concerns.

``We also have to recognize that Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  and California have a reputation for not being friendly to business. We have to do all we can to turn that around.''

One area he suggested be explored is speeding up city payments for services and goods.

``A company could go bankrupt if they have to wait for the city to pay to stay in business,'' Parks said.

Councilman Eric Garcetti said it is important to recognize how small businesses fuel the local economy.

``We need to let small business know there is this opportunity available to them,'' Garcetti said.

Bob Scott, vice chairman of governmental operations for the Valley Industry and Commerce Association, welcomed the council's recognition of small business.

``Something like this is needed and important because of the perception that local government is hostile to business,'' Scott said. ``California has shut down its trade efforts and, in Los Angeles, the business team has been diluted. It seems like we have lost an emphasis on encouraging business.''
