About 300 voters who had cast ballots at Barbara Webster Webster, town (1990 pop. 16,196), Worcester co., S Mass., near the Conn. line; settled c.1713, set off from Dudley and Oxford and inc. 1832. The chief manufactures are footwear, fabrics, and textiles.  School will now be split to the new precinct at Grace Phille School in a city where Latino voters make up a majority.

``We've been debating this issue with the city of Santa Paula for a long time,'' said Assistant Registrar Bruce Bruce, Scottish royal family descended from an 11th-century Norman duke, Robert de Brus. The decision comes in the wake of a lawsuit lawsuit: see procedure; tort.  filed by the Department of Justice earlier this year claiming that the city's process for electing the City Council denies Latinos an equal opportunity for participation.

Bradley said 300 of the voters who used to be part of Precinct 305 will be split off into the new Precinct 312. Members of the new precinct will vote at Grace Phille School, 1144 E. Ventura St. The 790 voters who will remain part of Precinct 305 will continue voting at Barbara Webster School at 1150 Saticoy St.

However, Councilman Jim Garfield said discussions about splitting the large precinct began two years ago, long before the lawsuit was filed.

``The lawsuit claims that the voters of Santa Paula have somehow conspired against the Hispanic Hispanic Multiculture A person of Mexican, Puerto Rican, Cuban, Central or South American, or other Spanish culture or origin, regardless of race Social medicine Any of 17 major Latino subcultures, concentrated in California, Texas, Chicago, Miam, NY, and elsewhere  population and blocked them from getting their candidates elected and there's just no truth to that,'' Garfield said. ``Both of the school boards - the elementary and the high school - have a 3-2 Hispanic majority and that tells me the voters are picking and choosing who they want - which is what they are supposed to do.''
