CITY STAFFERS GETTING 4% PAY RAISE; 3 MORE DEPARTMENT HEADS SET TO MAKE $100,000-PLUS SALARIES.

City management staffers will get a 4 percent pay raise, the largest increase in five years, and one that ensures salaries of more than $100,000 a year to three department heads.

Top executives will enjoy as much as a $4,500 increase over the year, and all employees will be offered bolstered bol·ster

The City Council, which approved the pay raises late Monday, said Simi Valley's wage and benefits package needs to remain competitive with those of other cities.

``We kind of curtailed them a little bit during the recession,'' Mayor Greg Stratton said. ``Now that things are getting better again, we needed to reward them.''

Administrative secretaries will earn up to $38,725 a year, and staff accountants will get a raise to as much as $58,044.

City staffers have received smaller increases over the past five years, with a total of 8 percent in raises since fiscal 1994-95 and no pay raise in 1993-94.

This year's package also includes bolstered insurance policies and an additional $60 increase per participating employee to the savings plan.

Rather than offer workers low pay with the job security and pensions that public employment has historically offered workers, Stratton said the city believes that making jobs competitive with those of surrounding sur·round
