CITY SPLITS TRANSIT HUB PROPOSALS; PLAN IS TO LANDSCAPE RANCHO ROAD FACILITY.

A proposed hub linking commuters with both local and regional bus services has been split into two facilities and appears headed down the road to approval, nearly a year after the city received $1.8 million in transit center grants.

Under the proposal the City Council will consider Tuesday, the popular park-and-ride lot at Rancho Road would be converted from a dirt patch to a landscaped and paved lot with 180 to 225 parking spaces for bus, car pool and van pool commuters.

In December, the council approved a single site for bus and commuter services at the 20-acre Rancho Road site now used by dozens of park-and-ride car- and van-poolers.

If the council backs the proposed transit transfer facility in the central city, traffic planners said they need to select one of three favored sites and then complete design and possible acquisition.

Parks said the move makes sense compared with the previous proposal to create retail services at the Rancho Road site.

``It belongs in a commercial hub instead of putting a transit transfer facility in a residential area,'' Parks said.

``Also, from a transportation planners view, you want people to be able to ride their bikes there and to be able to walk there,'' she explained. ``So you need to put it in a convenient location so that people who arrive there can easily access shopping centers and other destinations.''

Two of the proposed sites are on the grounds of the former civic center at 401 Hillcrest Drive. The third is at Thousand Oaks Boulevard and Taylor Court.
