The First 25 Years'' helped drive the publication's cost past its $35,000 budget, an official said Friday. ``We wanted it to be a coffee-table piece, something they would keep there for years,'' said Assistant City Manager Dennis Davenport Davenport, city (1990 pop. 95,333), seat of Scott co., E central Iowa, on the Mississippi River; inc. 1836. The city incorporated on Nov. 22, 1977. The book is being mailed days before the City Council and mayoral election on Tuesday, but its timing was not meant to coincide with the election, Davenport said. The book was supposed to come out in January but its publication was delayed. Decisions as to what should go into it, the design and the printing proved more complicated than expected, he said. ``We wanted to get it out months ago,'' Davenport said. ``It was hard. We did it all ourselves. We didn't contract out. We were doing other things as normal.'' The budget overrun 1. overrun - A frequent consequence of data arriving faster than it can be consumed, especially in serial line communications. For example, at 9600 baud there is almost exactly one character per millisecond, so if a silo can hold only two characters and the machine takes will be covered by cutting office supply purchases and other costs in City Hall's administrative services budget, so it won't be noticeable to citizens, Davenport said. But at least one person questioned the timing and expense. ``It's extremely convenient it comes out right now,,'' said William ``Freddy'' Fender, a police officer running for mayor, who noted that earlier last week he got an eight-page color brochure from the city's redevelopment agency. ``That's an awful lot of money to throw away. That would pay somebody's salary. I bet most of them end up in the trash.'' Besides expanding the usual civic celebrations, the additional $95,000 will produce 25th-anniversary souvenirs: anniversary stickers, pins, balloons, rulers and insulated in·su·late tr.v. in·su·lat·ed, in·su·lat·ing, in·su·lates 1. Officials haven't decided how to give away free tickets for the JetHawks game, or how people will be able to sign up for a car that will be given away during the winter street fair. The car will be provided by local auto dealers. The street fair will involve closing Lancaster Boulevard for entertainment and vendors over the weekend of the annual Christmas/Holiday parade. The city will also sponsor the first evening's grandstand entertainment at the 2002 Antelope Valley Fair. The entertainer will be announced next week by fair officials. The city is searching for people born on Nov. 22, 1977, the date Lancaster incorporated.
