PALMDALE Palmdale, city (1990 pop. 68,842), Los Angeles co., S Calif., in the irrigated Antelope Valley; a growing residential suburb of Los Angeles near Little Rock Creek where it forms Lake Palmdale Reservoir, inc. 1962.  - City officials are planning to acquire 33 acres from a home developer as the site of a possible aquatic park Aquatic Park may refer to:

``It's a real benefit for the east side of Palmdale,'' Mayor Jim Ledford said. ``Avenue S has a need for parks and recreation facilities. This location is a prime location.''

The property acquisition would accomplish two goals for the city, city officials said.

The first would be to provide the city with a site for parks and recreation facilities, including the possibility of it serving as the site for a proposed aquatic center. The second goal is to reduce the amount of land in the city available for apartment complexes, which is what the property is now zoned for, Ledford said.

 through a proposed new property tax. City officials are working with a consultant to put a tax measure before Palmdale voters later this year.

The amount and method of the tax has yet to be determined. A telephone survey of 400 people last year indicated residents would be willing to tax themselves between $20 to $30 a year for parks and recreation facilities.

``We're clear on the (public) wants,'' Ledford said. ``It's a question of can we come back with a package they can support.''

Removing land available for apartment complexes is also appealing to city officials. Last year, Palmdale reduced the amount of land zoned for such projects by 200 acres.

The city began an effort to reduce land earmarked for apartments after a 1999 controversy over a 200-unit complex on Avenue R and 42nd Street East. The project was eventually approved, despite complaints from neighbors, but the controversy sparked a two-year moratorium A suspension of activity or an authorized period of delay or waiting. A moratorium is sometimes agreed upon by the interested parties, or it may be authorized or imposed by operation of law.  on apartment construction and a city study of how much property was zoned for apartments and where that land was located.
