In its latest attack against youth crime, the city is seeking a $1.1 million grant to assemble a preventive health program that would target gangs, alcohol and drug abuse.

If awarded the grant in June, the city could receive up to $135,000 to plan the program and $1 million to operate it over four years. Programs could focus on health care services, education, literacy, parenting, employment, public policy revision, transportation and recreation.

"It's much more broad-based than a traditional health care program," said Deputy City Manager Jeff Kolin, noting that the program wouldn't offer vaccinations or well-baby care. "It wants to take up a much broader perspective."
