CITY PUTS GROWTH POLICY IN WORKS SUBDIVISIONS LIKELY TO PAY FOR ANNEXATION.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Councilwoman Marsha McLean said she favored a policy that would require new communities to pay an impact fee to cover the gap created by an annexation of a residential community without any commercial development that generates sales tax.

Ferry said he was concerned that eventually the City Council would have to prohibit county residents from taking part in city recreation programs, and restrict the county sheriff's deputies who patrol the Santa Clarita Valley to the city limits.

``If we're serious about one valley/one city, annexation is the only option we have left,'' Ferry said, referring to the city's unsuccessful attempts to expand its influence throughout the Santa Clarita Valley. ``We're reaching the bending point, where something is going to bust.''
