said the plan to develop the land for 17 new businesses relies on $2 million from the U.S. Department of Commerce, to be matched with $3.2 million from the property owner, Kaiser-Marquardt Corp.

The property at 16555 Saticoy St. is immediately west of the airport. Kaiser-Marquardt conducted military research there until about 10 years ago, aides to Wachs said.

Wachs said there has been interest in the property from entertainment, telecommunications and garment firms.

Rather than selling the property in pieces, Kaiser-Marquardt officials approached the Mayor's Office about a possible industrial park development similar to what is occurring at the former GM assembly plant property in Van Nuys.

Wachs said he and Kaiser-Marquardt officials will begin meeting with community groups to get their input as part of the pre-application process.

The councilman said he expects that it will take up to six months to prepare the federal funding application and submit it to federal officials.
