The Executive Employee Relations Committee -- which includes the mayor and several City Council members and decides all compensation packages -- recommended Villaraigosa's proposal to offer bonuses of $5,000 and $10,000 to new officers. ``This is part of an overall compensation package that we have to do to be competitive and hire new officers,'' said Councilman Bernard Ber·nard , Claude 1813-1878.
