CITY PANEL APPROVES PLAN FOR BETTER SERVICE DELIVERY.

Councilman Tom LaBonge Tom LaBonge (b. Los Angeles 1953), member of the Los Angeles City Council representing the 4th district. He has served since 2001, taking over the position upon the death of John Ferraro.  called for the review by the council's Committee on Education and Neighborhoods as a way to improve the quality of life for residents citywide.

``This is all about service to the community and improving the quality of life of everyone in the city,'' LaBonge said. ``It is about having city workers recognizing a problem and reporting it so it gets fixed immediately.''

Under the LaBonge plan, the city would provide key services on a decentralized de·cen·tral·ize

 basis that would correspond with the boundaries of the seven Area Planning Commissions created by the city charter.

Council President Alex Padilla, who sits on the panel, said he wanted city officials to consider the ultimate objectives of decentralizing de·cen·tral·ize

 services and the cost to taxpayers.

He also said the effort should be coordinated with other proposals to improve service to the public and that officials should identify municipal functions that should remain centralized.
