CITY OKS SMALLER PLAN FOR DOWNTOWN NEWHALL REDEVELOPMENT.Byline: Amy Collins Daily News Staff Writer The City Council has approved a scaled-down plan for the downtown Newhall redevelopment district, but still doesn't know if it's small enough to discourage another lawsuit from the Castaic Lake Castaic Lake is a lake on Castaic Creek formed by Castaic Dam, in northwestern Los Angeles County, California, near the town of Castaic. Robert Sagehorn, general manager of the water agency, said Wednesday that he can't guarantee the smaller plan will be adequate. ``The position of the water agency is, and always has been, if the area meets the legal requirements of the law, then it's all right,'' Sagehorn said. The water agency, which stands to lose some of its property tax revenue to the new redevelopment district, originally sued the city when it planned a $1.1 billion project area. When the smaller plan was presented to the council Tuesday night, some areas cut from the plan were described by the city staff as ``obviously'' not being characterized by blight blight, general term for any sudden and severe plant disease or for the agent that causes it. The term is now applied chiefly to diseases caused by bacteria (e.g., bean blights and fire blight of fruit trees), viruses (e.g., soybean bud blight), fungi (e.g. , which is a criterion for establishing a redevelopment district.
