The Santa Clarita City Council on Tuesday adopted an ordinance banning recreational vehicles from the streets after a city study found there is ample space in local storage lots for the popular vehicles.

Once the ordinance takes effect April 1, violators will be fined $50. Only people who live and work within a short distance of the vehicles can file complaints under the ordinance.

Recreational vehicle owners can get three three-day permits every 90 days, in addition to a 48-hour grace period during the week. There are no parking restrictions on the weekends.

In other action Tuesday night, the council loaned the Santa Clarita Redevelopment Agency $50,000 to improve parking facilities and the streetscape street·scape

 in Old Town Newhall. The agency also plans to use the loan to include merchants along Lyons Avenue in their workshops and discussions.

The council had expected to loan the agency an additional $175,000 to be used to expand the agency's boundaries, but Newhall Redevelopment Committee members told the council they weren't ready to take that step yet.

The council endorsed the committee's five-year strategic plan, hailing the progress that has been made in recent months. The council also appointed Frank L. Kleeman, Jose Reyna, Laura Sanders and Randal G. Winter to the committee.

Also Tuesday, the council directed the city staff to re-evaluate the city's sign ordinance and allow businesses of historical or cultural significance more latitude.

The action comes after the owners of the Saugus Cafe on San Fernando Road San Fernando Road is a major street in the city and county of Los Angeles. It starts off in Castaic as The Old Road, passing through Santa Clarita and the Newhall Pass, where upon its intersection with Sierra Highway near the junction of the Golden State (I-5) and the  objected to the city's request that they remove their neon roof sign. Several business owners have protested the city's sign ordinance in recent weeks, although City Manager George Caravalho said 90 percent have complied with the law.

Saugus Cafe owner Gaye Libby called the council's action ``fabulous.''

``I'm absolutely thrilled,'' Libby said. ``I can breathe a sigh of relief now.''
