The city's participation in a Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County-run program for first-time home buyers has been so successful that the City Council has approved participation for three more years.

Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  residents have the second-highest participation rate of cities involved in the county program - a rate that has gradually increased since the city began participating in 1994, said Dennis Luppens, management analyst for the city, and county administrators.

As a result, staff members are looking at expanding options for those interested in buying a home in Santa Clarita, Luppens said.

``It's the only program we have in our city for first-time home buyers, and we're looking to expand that,'' Luppens said. ``We just want to help people out. We want to help them get into this community and ultimately have a more diverse community.''

In 1997, 25 buyers used the Mortgage Credit Certificate Program to buy homes in Santa Clarita. Already this year, 32 buyers are in the process of being approved, Luppens said.

The program helps buyers by allowing them to deduct de·duct

 more from their federal income taxes, Luppens said. The deduction deduction, in logic, form of inference such that the conclusion must be true if the premises are true. For example, if we know that all men have two legs and that John is a man, it is then logical to deduce that John has two legs.  then gives buyers a higher net income, which could qualify them for a mortgage, he said.

The city provides information locally about the program, but is not responsible for any part of administering it, Luppens said.

``You don't have to go through the city. We're just the closer government agency,'' Luppens said.

To participate, the city in 1994 paid $2,000 to the county, Luppens said. The city has no other direct costs, he said.
