Commissioner Rick Winsman said some residents were worried the ranch was there to stay. ``They were very concerned that this was going to be a permanent location for Carousel Ranch, and they did not want that,'' Winsman said Wednesday. ``They wanted a time frame. They wanted a drop-dead date. I think we gave them that.''
