CITY MAY USE GRANT FOR LOW-COST HOMES.

The City Council on Tuesday will look at using a $750,000 grant to help build an 11-unit affordable-housing complex in Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. The Area Housing Authority of the County of Ventura wants to build the two-bedroom units, which would be rented to lower-income households, on a vacant lot at 3302 Los Robles Robles is a common surname in the Spanish language meaning oaks, and may refer to:

The agency has secured a $1.3 million bank loan toward the construction of the $2.4 million two-story town-home complex, to be known as Sunset Village. The city would give the $750,000 grant in two installments.

Tapking said the goal is for the complex to be built by the middle of next year.

The Area Housing Authority has five other low-income units in Thousand Oaks. In November, the City Council awarded a contract to the agency to build the 57-unit Oak Creek Oak Creek, city (1990 pop. 19,513), Milwaukee co., SE Wis., a suburb of Milwaukee, on Lake Michigan; inc. 1955. Electronic, plastic, paper, metal, and concrete products; machinery; computers; chemicals; and transportation equipment are made there.  Senior Villas project on Thousand Oaks Boulevard.

The city, which contributed $2.5 million to the affordable senior complex, anticipates a grand opening in 2003.

Thousand Oaks' housing prices and rents are among the highest in the area.

Tapking calls the Sunset Village project significant.

``Our waiting list is still a year long,'' he said. ``And we've closed it because the needs are so high. We will open up the list sometime next year but we never have any difficulties in filling a low-income unit.''

Tapking said up to 80 percent of residents who live in agency housing work in low-paying service jobs and the rest are seniors on fixed incomes. Most of the tenants earn below 30 percent of the median family income of $71,800. For a family of four that comes out to about $21,500 a year.

``They can be service workers, part-time employees in markets,'' he said. ``They could be people who work in restaurants, in Office Depot Office Depot (NYSE: ODP) is one of the world's leading suppliers of office products and services. We have people who work for Ventura County, for various cities. We have public employees who are single moms.''
