At a meeting of the City Council/School District ad hoc committee ad hoc committee A committee formed with the purpose of addressing a specific issue or issues, which theoretically is disbanded once its raison d'etre is finished , council members suggested that the city would consider buying the school district's prime land near the Civic Center then sell it.

The city can act as a go-between in selling the 36-acre parcel on Tapo Canyon Road and Alamo Alamo

City officials said the idea came about as a way to cut through a lot of the restrictions placed upon the school district in selling land that the city doesn't does·n't

Before selling on the open market, the school board must first offer it to public agencies. After a months-long waiting period, the school district then can offer it to the public.

``We can (sell this property) faster than the school district can,'' she added. ``And we can finally be able to see some development on that property.''

Collins said she was pleased that the city was trying to come up with a way to help the schools, but would not say whether the offer would be something the school district would consider seriously.

``This was really a good-faith effort on the city's part to do something helpful for the school district,'' she said. ``I was interested and appreciate the idea that they want to be helpful to the school district, that was very nice to hear. But I don't don't

The school board is expected to officially put the surplus land up for sale at its Jan. 25 meeting. Soon after, if the full council agrees to the idea, the city would present a formal offer and enter into negotiations with the district over the terms of the sale.

The idea is that the city would purchase the land, then sell it on the open market. If the city receives more for the property than it gives the school district, the schools would get the difference.

The school district then would pay back the amount the city would have earned in interest on the original funds had the city kept it in the bank.

City officials said that issues to be resolved in negotiations include the amount of interest to be paid to the city and how the transaction would be affected if the city does not get as much as it paid for the land.

Although the parcel, which has long been the subject of debate between the two agencies, was appraised at about $5 million, district officials are expected to put it up for sale at $10.5 million.

The school district said the land is too small to be of any value for educational uses, and it will have to sell its surplus property in order to be eligible for state modernization modernization

For their part, city officials have seen that land as an extension of their efforts to create a centralized cen·tral·ize
