CITY MANAGER CHOICE URGED; MARKEY WANTS T.O. COUNCIL TO START PROCESS.

Byline: Lisa Mascaro Daily News Staff Writer

The City Council is being asked to hit the ground running and select a new top administrator, one of the more important decisions of a council member's career and one that could set the tone for what had been a bitterly divided group.

Selecting a new city manager poses a pivotal challenge for the new council, which has said it will try to get along better than the contentious group that ruled local politics on split votes for years.

Whether the new council can come to an agreement on who to hire for the estimated $120,000-a-year job could serve as a test for council allegiances for the next term.

``A 5-0 vote on the city manager would go a long way to show that we have a working council that can make decisions outside of their political philosophies,'' said Councilwoman Linda Parks For the DC Comics character, see .

The City Council has authority to hire and fire just two municipal employees - the city manager and the city attorney.  a new city manager earlier this year when veteran administrator Grant Brimhall retired in February after 20 years on the job. A Sacramento-based firm was hired to coordinate the process, and a list of 34 applicants had been narrowed to seven to 10 candidates for interviews.

However, the hiring process was cut short when Councilwoman Elois Zeanah announced her retirement before the November elections, and members decided the new council taking office after the election should choose the city manager.

``I think that's a key stepping-off point - showing some unity in selecting a city manager,'' said newly elected Councilman Dan Del Campo.

For example, Markey was hopeful that the new board could get to work interviewing candidates from a previously established pool of applicants. Parks, however, said the council should reopen re·o·pen

Among the expected candidates is interim City Manager MaryJane Lazz, who had worked under Brimhall and who has divided support among council members.

``We're far enough along; we need to look at the (candidates),'' Markey said. ``Whoever the new city manager's going to be needs to be on board.''

Markey is hoping to hold interviews in December and have a new manager hired by February. Parks wants to re-advertise the job, believing some candidates may have dropped out and new ones may be interested.

``I want to have a choice,'' she said. ``It sounds like I may not be getting that.''

However, newly elected Councilman Dennis Gillette said it wasn't so much how the vote turned out, but whether the council supported the new hire.

``I would hope any decision would be unanimous, but recognizing you have five people with diverse backgrounds and diverse interests,'' he said. ``To me, the real test will be after the decision is made.''

``I don't like to see that position become the sixth council member,'' he said. ``I think it would not serve the city; I don't think it would serve the council.

``I don't think it would serve the new manager's position to have a vote of 3-2. I think we can work to avoid that.''
