City Manager Jim Gilley's contract has been extended for two years, keeping him in the city's top administrative post through 2002.

The extension does not include any salary increases. Gilley's salary will remain at $138,919 a year, with raises tied to the Consumer Price Index.

Singer and Shelton said Gilley's contract should not be extended, saying to do so saddles the next council with a city manager members might not want. Each council should have the right to chose an administrator that reflects its philosophy, they said.

Both advocate using a consultant to provide an evaluation of the city manager's performance rather than the council review, which they say is more subjective than objective.

Singer did not participate in Gilley's performance review, saying that the last time he participate he was criticized by the council majority for his comments.

In August, the City Council, in a 3-2 vote, extended Gilley's contract two years to 2000. Council members Singer and Shelton opposed that extension.

Gilley served a stint as city manager from 1981 to 1988, but the council bought out his contract after the election of Mayor Nick Maluccio and Vice Mayor George Theophanis, who wanted more direct involvement in running city government.

The city then went through two city managers, Steve West Steve West can refer to:
