CITY MAKES PITCH FOR NEIGHBORHOOD COUNCILS.

CANOGA PARK - Hoping to give residents a stronger voice in city government decisions, officials on Thursday night made a sales pitch to a heavily Latino community about forming neighborhood councils Neighborhood councils are governmental or non-governmental bodies composed of local people who handle neighborhood problems. They can be found in many cities throughout the world. .

Mauro Natul, 22, whose family moved from Guatamala recently, and who is studying English to earn his high school diploma, supported the neighborhood councils.

``This is a great opportunity to be heard,'' he said.

He's hoping to perfect his English so he can participate in the council and said he would try to get the city to pay more attention to what he sees as an increase in gangs and graffiti graffiti
