announced plans Thursday to file child endangerment charges against people arrested for driving under the influence with a child passenger in the car.

``Driving drunk is not an accident or a mistake,'' Delgadillo said at a Parker Center Parker Center is the headquarters for the Los Angeles Police Department, and is located in Downtown LA. It is named for former LAPD chief William H. Parker. Originally with the prosaic name, the Police Administration Building, ground for the center was broken on December 30, 1952  news conference where he was joined by law enforcement officials. ``It is a choice - just as blatant child abuse is a choice. Rather than a fist or gun, the weapon is a car.

``Each of us has a moral responsibility to put a stop to impaired driving and its tragic consequences.''

Delgadillo said statistics over the past decade show that 25 percent of fatal crashes involving children were related to alcohol, and 68 percent of those involved a child in the vehicle of a drunk driver.

``The most outrageous fact of all is that it was likely the child's own parents who put them in harm's way harm's way

MADD seeks to find effective solutions to the problems of drunk driving and underage drinking, while also supporting those persons whose relatives and friends have been killed by drunk  said her organization supports the new policy as a way to save children.

``Without a uniform policy, you have people who make a choice to drink ... and then make a choice for their child, to put them in the car,'' Pasco said. ``Those children have no way to protect themselves.''

Delgadillo said his office will begin immediately to file child endangerment charges against suspected drunk drivers with children in their cars.

``We must send a clear message to those who choose to drink irresponsibly ir·re·spon·si·ble
