CITY LOOKING AT OPTIONS FOR TRASH REFUSE A SOURCE OF ENERGY?

While the five-member panel delayed seeking bids for a week on hauling the trash to the desert or elsewhere, it agreed to begin the process of hiring an expert to advise the city on alternatives to landfills, as the debate over reopening Sunshine Canyon continues.

``We want to look at all the alternatives that are out there and what we can do to take care of our trash and meet our local goals,'' Commissioner Adriana Rubalcava said. ``We generate 3,000 to 4,000 tons of trash a day, and we have to find a way to get rid of it.''

 its approval of the plan. Hahn also has called for closing all landfills within the city limits.

Rubalcava said a consultant would be hired within the next three months to help the city explore hauling trash to the desert or building a trash-to-energy plant similar to one operating in Long Beach.

There was no estimate on how much the consultant will be paid.

Browning Ferris Industries has a contract to handle the city's trash through 2006, but the city is looking at the alternatives for after the contract expires. BFI BFI - brute force and ignorance  officials have expressed doubt the city could build new facilities in that time period.

Public Works officials said the main factor would be the cost of hauling trash - either by truck or rail - as well building transfer stations around the city.

BFI officials said they were confident the use of local landfills remains the least-expensive options, saying other cities that use long-distance hauling face costs of up to three times what is charged.
