CITY LAUNCHES APARTMENT POLICING TEAM.

LANCASTER - Eight sheriff's deputies next week will begin policing apartment complexes and other rental properties in a new city program.

The eight deputies, plus a sergeant and a lieutenant LIEUTENANT. This word has now a narrower meaning than it formerly had; its true meaning is a deputy, a substitute, from the French lieu, (place or post) and tenant (holder). The deputies will not only target illegal activity by residents of rental properties but will also police areas around apartments that become hangouts for gang members and drug dealers.

``Our rental property tenants have been held hostage hostage, person held by another as a guarantee that certain actions or promises will or will not be carried out. The deputies will attend a three-day training session on rental property housing laws and other subjects. Their patrols begin Monday.

In addition to investigating crimes and making arrests, the deputies will also teach crime-prevention methods to rental property owners, managers and tenants.

``You look at this team and you can see that nothing can happen but success,'' Councilman Andy Visokey said.

The program is funded in part by a landlord business license fee imposed by the city last year. The fee - $65 a year for landlords who own at least two rental units, plus $25 for each additional unit - will pay about a quarter of the cost for the eight deputies, officials said.
