 CITY HOLDING COMPANY EXPANDS INTO THE EASTERN PANHANDLE
 MARTINSBURG, W.Va., Aug. 14 /PRNewswire/ -- For more than a year, City Holding Company (NASDAQ: CHCO) had watched the growth occurring in the Eastern Panhandle, a spokesman said today.
 In late 1991, the company decided that the panhandle's economy was perfectly suited for a new community bank.
 Blue Ridge Bank will open Monday, Aug. 17, in the old Berkeley County Jail, next to the Blue Ridge Outlet Center in Martinsburg. The facility was constructed in 1892 as the Berkeley County Jail and is listed as an historic location.
 The Blue Ridge Bank management team has over 150 years of banking experience. Victor A. Roberts Jr., former president and CEO of F&M Bank of Martinsburg, will direct the bank as president and CEO. Becky Linton, a former vice president with Old National Bank of Martinsburg, and William "Sonny" Henry, a former senior vice president with One Valley Bank of Martinsburg, have joined Blue Ridge Bank as vice presidents.
 "Blue Ridge Bank will return 'community banking' to this area. Once again, Berkeley County will have the opportunity to build a relationship with a bank family that is composed of local people who can identify the needs of the community and who will have the power to meet those needs," Roberts said.
 Steven J. Day, president and CEO of City Holding Company, said, "The banks that are currently operating in Martinsburg are owned by bank holding companies, as is Blue Ridge Bank. However, City Holding Company operates with a different philosophy. We allow local management to operate with complete autonomy whereas the other bank holding companies have all moved toward more centralized decision making. We feel strongly that our niche as a bank holding company is to provide operational economies of scale, while allowing each affiliate CEO the power to make their own decisions. Because of this, we are confident that we can compete very successfully in an area that has basically lost its local banking identity."
 Blue Ridge Bank is a wholly owned subsidiary of City Holding Company, a seven-bank holding company headquartered in Charleston, W.Va., with assets of over $452 million and capital of over $42 million.
