The project was first approved in 1989 and Centex is the latest of several owners of the land.

The company has already taken out 13 oak trees, which outraged some residents living near the project, and started grading the parcel.

But an inspector for the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  City Building and Safety Department halted work late this week, and it was unclear Friday when it will continue.

Department spokesman Dave Keim said that Centex:

--Is not in compliance with the grading permit, which was modified June 13. But that process is also being used along the east side, something not yet allowed.

``We don't want them to go forward until they come in with a soils report,'' Keim said. ``We want to make sure that the foundation work they end up doing is going to be safe.''

And the company has been working on the reports that city inspectors requested.

``I think those reports are almost complete and ready to be filed with the city,'' he said.
