WESTLAKE VILLAGE - Movers loaded up boxes on Saturday, transporting City Hall to its new home.

The public on Monday will see a brand new Westlake Village Civic Center at the southeast corner of Agoura Road and Oak Crest Drive, a block from its former site.

``It's exciting,'' Councilman Chris Mann Chris Mann (born 1949) is an Australian composer, poet and performer specializing in the emerging field of compositional linguistics,, coined by Kenneth Gaburo and described by Mann as "the mechanism whereby you understand what I'm thinking better than I do.  said. ``It's a beautiful building. Everybody is pleased at how it has turned out.

``The most exciting thing is with the new community rooms there is much greater public access to the Civic Center. We are excited about opening up and moving forward.''

It took about 15 months and $8.7 million to build the single-story, 25,000-square-foot facility that also houses the library.

``We have been leasing office space since incorporation and in the long run, based on our analysis, it would be more cost-effective cost-effective,

The city, which incorporated in 1981, financed the construction with $3 million from the general fund and from bonds.

Officials were spending $380,000 a year to lease space for the City Hall and library, compared with the $480,000 a year for the new building's finance payment, Taylor said.

``So it's $100,000 more, but we are doubling the square footage,'' he said, adding during the 30-year financing period it was estimated the lease would exceed $480,000 a year at some point.

``We are going to be offering a young adults room used by the middle school- and high school-age kids,'' Taylor said. ``It's going to be dedicated to them in terms of resource material, computers and assistance with a staff member, so we are pretty excited about that.''
