CITY GRADUALLY REALIZING ITS GOLDEN PLANS FOR CHEAP LAND RECREATION COMPLEX, COMMUNITY PRIDE CONTINUE TO GROW.

Today it's the site of the brand new $9 million Santa Clarita Aquatic Center that opened Saturday, an activities center, a skate park and a gymnasium with two basketball courts and four racquetball racquetball, sport played indoors by two or four players, combining elements of court handball and such racket games as squash racquets. It is played on a standard handball court 40 ft (12.2 m) long, 20 ft (6.  courts. And there's room to grow.

``The city staff was under pressure because we had a lack of facilities,'' former City Manager George Caravalho said in an interview last week.

``We were going to have to restrict noncity residents from using our facilities, and the City Council said we should look around and find something to help us expand,'' said Caravalho, now chief administrator in the city of Riverside. ``When we looked around, we found the Merle Norman site, worked out a good deal and voila voi·là

Now the question is, what's next at the George A. Caravalho Sports Complex, named for the man who envisioned this gem?

Three times its original size with the purchases of neighboring parcels, the park is the subject of a masterplan. City parks officials are working with the public to plan the remainder of the complex.

``We had all these plans for 20 acres, and now that it's 60 acres we can spread things out,'' said Rick Gould, director of parks, recreation and community services for the city. One community meeting has been held thus far and a consultant is wrapping suggestions into a draft plan, Gould said. That ``consensus plan'' will be available in the coming weeks for public review, comment and changes.

Once the plan is adopted, there's no set timeline for construction. Money is tight for the city, though officials are committed to completing the park, Gould said.

That commitment to family recreation is what made the complex possible, Caravalho said. The city maintains its policy to invest in parks programs, particularly for youths, he said.

``From a public policy point of view, there's always been a commitment to youth, to put money at the front end of the system rather than spend money later on gang prevention and prisons,'' he said.
