``I'm sure there were a lot of people like us, who are just getting by and needed the help,'' said Lillian Glynn, 69. ``Your home is your castle and you like to see everything nice. Otherwise, it's depressing.''

The Glynns were among more than 200 Simi Valley homeowners who were helped through the city's Earthquake Recovery Program in the two years since the Northridge Quake Quake - A string-oriented language designed to support the construction of Modula-3 programs from modules, interfaces and libraries. ``There are still quite a few people who have not heard of the program or been unable to deal with the damage,'' said Dulce Conde-Sierra, the city deputy director of housing.

Residents can apply for the funds or low-interest loans by calling the city at (805) 583-6757. Eligible residents must meet income limits ranging from $29,100 for a one-person household to $54,900 for an eight-member family.

Homeowners also need at least $5,000 in remaining earthquake repairs after exhausting federal and private insurance assistance.

Following the earthquake, the city received more than $2.6 million in federal earthquake recovery funds, and an additional $1.1 million in other federal disaster assistance to help homeowners get back on their feet, Conde-Sierra said.

For the Glynns, the process of receiving the loan took around six months, starting with a screening process with city staff to establish their need and income level.

Documentation, home inspections and an administrative review are all part of the process that will ultimately lead to contractors being paid directly by the city.

``It's a little tedious, but it's just one of those things,'' said Lillian Glynn, who was laid off from her job in banking. ``We had to put a lot of our own money into it, but we needed to have it done. And without the program, we wouldn't have done it.''
