CITY FORMS PANEL FOR BOND STUDY.

Laying the groundwork for a police and fire bond election next year, Mayor Richard Riordan Richard J. The 10-member panel will be asked to look at all the police, fire, street and other city infrastructure needs for a bond measure to be developed for the April 1999 election, Riordan said.

``Our city's infrastructure is linked to public safety, healthy neighborhoods and economic development citywide,'' Riordan said. ``City resources are limited, and we must make wise and thoughtful investments.''

The commission will develop a list of short- and long-term needs, and report its findings by the end of the year to the mayor and council.

``Our diverse group of members will undertake a challenging task to review in detail our city's infrastructure needs and make recommendations regarding the priority of projects citywide,'' Ferraro said. ``This will provide us with information to evaluate financing alternatives.''

City voters are being asked at the Nov. 3 election to approve nearly $1 billion in bonds for street repairs, libraries and an aquarium. The council delayed placing some $1.3 billion in bonds for public safety needs until the next election.
