CITY FORECASTS BUDGET SURPLUS HIGHER REVENUES, COST SAVINGS ARE CREDITED.

 - If everything goes as expected, Glendale will end fiscal 2000-01 with a budget surplus for the eighth consecutive year.

The third-quarter budget report, released to the City Council on Tuesday night, projects the city will end the fiscal year with a multimillion- dollar surplus. Revenues are expected to reach $101 million with expenditures expected to total $97.9 million.

 the report, the city expects to save $2 million from employee turnover and an additional $859,000 because extraordinary investment returns and other factors have eliminated the need for the city to contribute to the Public Employee Retirement System.

In addition, the report noted that revenues increased dramatically in several areas.

Landfill gas royalties, which come from the city selling its landfill gas to the Grayson Power Plant for electricity generation, is expected to increase by a whopping 62.1 percent, from $771,000 last year to $1.2 million this year.

It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government.  revenues are another area where the city is seeing a big increase. The city anticipates collecting $13.8 million in sales tax this year, compared with $13 million last year, an increase of 5.8 percent.

Taking into account the budget surplus, the city expects to have a general fund reserve of $44.1 million at the end of this fiscal year.
