No one has signed any papers yet, he said. About 16 years ago, Davis said, the city made an attempt to attract a mall developer but then the economy soured. The idea lay dormant until five years ago when officials again started up the process. ``We've been going to (Las) Vegas the last few years to the mall builders convention and we believe now it's a possibility,'' Davis said. ``The economy is good (and) obviously the city has grown tremendously.'' A major holdup years ago was the city lacked the population base to attract a mall, he said. Today, the city holds several advantages, including title of ``safest city in the nation'' three years running, an above-average family income and a healthy city economy, Davis said.
