CITY DECIDES SAN FERNANDO CAN KEEP TITLE.

The Tigers remained the Valley Mission League champions and were given the No. 4 seed Monday night at the City Section playoff selection meeting at Hamilton High, despite an appeal from Sylmar that San Fernando used an ineligible player during the last three weeks of the regular season.

Sylmar coach Emmanuel Martins, whose team finished second in the Valley Mission and was seeded eighth, submitted to the City Section Monday lineup cards from an outside men's soccer league. He said it showed San Fernando's Juan Seras played in the league for three games during the second half of January.

City Section rules state no player may participate in an outside league during the course of the season.

However, City Section director Barbara Fiege said Martin's evidence did not prove Seras, who according to according to

Martins was upset about the decision. < ''I'm very, very disappointed at the whole system,'' Martins said. ''Everybody is being taken with these loopholes and forgetting about the whole purpose of this thing. At the beginning of the year, (the City Section) gave a 15-20 minute presentation on winning with honor and pride. I think they have everything but that going on right now.''
