CITY COUNCIL WILL DISCUSS AIRPORT PLAN; LAND PURCHASE DECISION EXPECTED.

 is expected to decide whether to let the airport buy land for a new terminal.

Although the council is not slated to make a decision on a complete airport expansion deal until April, tonight the panel will take up two issues that city officials say need to be resolved now.

First, the council will consider approving the airport's purchase of 49 acres owned by Lockheed Martin For the former company, see .

Lockheed Martin (NYSE: LMT) is a leading multinational aerospace manufacturer and advanced technology company formed in 1995 by the merger of Lockheed Corporation with Martin Marietta.
. The airport needs to get the city's permission before a judge can make the sale final.

In all, the airport is slated to buy 103 acres from Lockheed Martin, but the city is not expected to approve the sale of the balance of the acreage until next spring.

Former Burbank Councilman Ted McConkey said he is concerned that the city is attempting to approve the Burbank Airport expansion in pieces. McConkey fears that by the time the council takes up the final plan in April 2000, the council will have locked itself into approving the expansion.

``I think this is an end run,'' McConkey said. ``By the time they get to the formal last hearing on the expansion, they will have essentially negotiated and given away everything that should have been handled in the final agreement.''
