The city will pay the $1.9 million with Proposition 12 park bond revenue and will bill the school district for its 61 percent share, or about $1.1 million. The city is responsible for 39 percent of the project's cost. [Latin d . The city normally allocates a standard 10 percent contingency for construction projects but settled on a smaller fund to keep costs lower. While staff believes the 4.7 is a conservative fund, Yousefian said it should have been more than adequate for a project costing $44 million. City Manager Jim Starbird said the council's frustration was justified and said the experience would change how staffers handle future construction projects. ``We didn't bring it to the council at the appropriate times and they should have been aware of it,'' Starbird said. ``When we present them with a fait accompli and they don't have those options, that's where we erred.'' Starbird explained that the city expects to recover some money at the completion of the project, due to contractor penalties for delays beyond the agreed-to project completion date of April 12, 2003.
