CITY COUNCIL REJECTS RIORDAN'S NOMINEE.

In a sharp rebuke to Mayor Richard Riordan Richard J. After a series of votes resulting in deadlocks, the council voted 9-5 to disapprove dis·ap·prove

She is a former member of the California State Assembly. , who said she felt compelled to oppose Caruso, who has won council support in the past, most recently as head of the board of the Department of Water and Power.

``This has nothing to do with the person - it has to do with process.''

The council also voted Friday to approve the appointment of Rob Glushon of Encino to serve on the Board of Neighborhood Commissioners. Glushon had served on the Elected Charter Reform Commission.

Caruso was tapped by Riordan in what the mayor said was a move to bring expertise on the next stage of harbor development.

Stein, however, said he was removed because of his support for Hahn. Caruso also is a Hahn supporter, but has played a low-profile role in that campaign, while Stein has been deeply involved as a fund-raiser and adviser.

Several council members said their vote was not directed at Caruso but was the only way they could voice their opposition to Riordan's actions.

In recent weeks, the mayor has named a number of new appointees to various municipal commissions.
