The alliance has begun a five-year effort to study the needs of businesses, particularly in the entertainment industry, and find and train workers in the skills best suited for them.

``In effect, we are going to become a huge job placement service,'' Fleming FlemĀ·ing , Sir Alexander 1881-1955.

said Wednesday. ``This started out because of the hue and cry hue and cry, formerly, in English law, pursuit of a criminal immediately after he had committed a felony. Whoever witnessed or discovered the crime was required to raise the hue and cry against the perpetrator (e.g.  in the entertainment industry that it hasn't been able to find people with the skills in digital and computer equipment.''

Originally, the study - which has yet to officially begin - was to focus solely on the Valley. However, Fleming said, Burbank and Glendale officials asked that their cities be included in the program.

The Daily News has agreed to commit a total of $500,000 during the next five years to assist in the study.
