Prompted by the passage of Proposition 218 earlier, Palmdale officials are considering calling a special election March 4 to ask voters to authorize To empower another with the legal right to perform an action.

``We are trying to do what Proposition 218 says and put the question before the voters,'' said Councilman David Myers. ``We're working hard to do what 218 says because the voters have spoken very clearly.''

The council also will consider a staff recommendation to begin reshaping what the city refers to as the ``Local Zone'' landscape assessment, amounts to $105.06 a year per home and raises about $2.2 million annually in newer housing tracts and commercial areas. That assessment, established in 1990, is for maintenance of landscape associated with particular housing tracts and commercial developments.

The staff report recommends breaking the zone into distinct subzones and then conducting public meetings and elections by mail to set assessments from each.

In addition to seeking a special election on the citywide assessment and reshaping the Local Zone assessment, Williams is recommending that the city staff contract community associations and homeowner organizations to see whether any are willing to take on maintaining landscaping for their areas.

Williams also is recommending that the city prepare an information campaign on the implications of Proposition 218 on existing improvements and for the city to reduce spending to allow for maintenance of existing improvements for as long as possible given the uncertainty over the future of the assessments.
