In a letter to the state agency reviewing Georges' application, Burbank Assistant Community Development Director Art Bashmakian said such incidents have continued at the location. Burbank officials contend that incidents at Gitana draw officers away from other parts of the city. Bashmakian also wrote that Georges or his son was apparently involved in the operation of Gitana since the council forced the business to become just a restaurant, and the Georgeses ``operated the business for several months without a valid business permit.''
