City associate planner Jason Smisko said the developer must plant some trees and grade a berm berm: see beach. , then pass a city inspection before the opening.

Robinson Ranch and the Castaic Lake Water Agency currently are in dispute over fees for nearly 46 million gallons of state water to be supplied to the golf courses. But city planning Director Jeff Lambert advised council members Tuesday that their dispute does not limit the city's legal authority to issue a temporary occupancy permit.
