The proposed 1999-2000 budget is about $22 million more than the following year because the Hill Canyon Treatment plant improvements are included in that budget. The 1999-2000 budget proposes to spend $22.5 million in salaries, $6.1 million in benefits and $48 million for maintenance and operations. Those figures increase slightly for the following year. Law enforcement takes the biggest chunk from the general fund - a proposed $13.8 million for 1999-2000 and $14.4 million for 2000-01. Hong also said staff devised a budget that is ``reader-friendly so any user can use it and see the individual programs in the city, and see the descriptions, trends and objectives . . . for the next two years.'' ``Each department requested certain programs that they felt they needed to enhance what they are doing,'' she said. Some of the department's proposed new expenditures include: Police: Add two full-time bicycle patrol officers and equipment for $250,000 a year and add two full-time traffic officers and equipment for $269,100 for 1999-00 and $251,900 for 2000-01. City Hall: Install a 24-hour interactive voice response system at a cost of $85,000 for 1999-2000.
