CITY BUDGET SET FOR REVIEW; $262 MILLION SPENDING PLAN HAS 48 NEW PROGRAMS.

City staff proposes to spend $143 million in fiscal year 1999-2000 and $119 million in fiscal year 2000-01. The proposed 1999-2000 budget is a 14 percent increase from the 1998-99 $125 million budget.

``That is how we are doing it this year and next.''

The council will review the proposed budgets in Tuesday's study session.

Because of a healthy revenue stream, the city is able to continue with that policy, Hong said.

``We do have a slight increase in sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government. ,'' she said. ``We've seen it slowly increasing.''

Hong said sales tax, a good part of which comes from the Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  Auto Mall, makes up about 45 percent of the city's general fund. The proposed 1999-2000 budget is about $22 million more than the following year because the Hill Canyon Treatment plant improvements are included in that budget.

The 1999-2000 budget proposes to spend $22.5 million in salaries, $6.1 million in benefits and $48 million for maintenance and operations. Those figures increase slightly for the following year.

Law enforcement takes the biggest chunk from the general fund - a proposed $13.8 million for 1999-2000 and $14.4 million for 2000-01.

Hong also said staff devised a budget that is ``reader-friendly so any user can use it and see the individual programs in the city, and see the descriptions, trends and objectives . . . for the next two years.''

``Each department requested certain programs that they felt they needed to enhance what they are doing,'' she said.

Some of the department's proposed new expenditures include:

Police: Add two full-time bicycle patrol officers and equipment for $250,000 a year and add two full-time traffic officers and equipment for $269,100 for 1999-00 and $251,900 for 2000-01.

City Hall: Install a 24-hour interactive voice response system at a cost of $85,000 for 1999-2000. Callers can dial in and find account information on their utility and telephone bills, make payments and schedule appointments for building permit inspection.

Library: Hire a full-time librarian (1) A person who works in the data library and keeps track of the tapes and disks that are stored and logged out for use. Also known as a "file librarian" or "media librarian." See data library.
