CITY BANS HIRING WORKERS WITH BACKGROUND OF FRAUD.

The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  unanimously moved Friday to try to crack down on workers' compensation workers' compensation, payment by employers for some part of the cost of injuries, or in some cases of occupational diseases, received by employees in the course of their work.  abuse by adopting ordinances that would allow those convicted of defrauding the system to be fired from City Hall jobs or banned from being hired by the city.

``We want people to know we are taking this seriously,'' said Councilman Dennis Zine. ``We want employees to know there will be severe consequences if they try to defraud To make a Misrepresentation of an existing material fact, knowing it to be false or making it recklessly without regard to whether it is true or false, intending for someone to rely on the misrepresentation and under circumstances in which such person does rely on it to his or  the system.''

In the past, Zine said, the city had no regulations allowing for the dismissal of city workers who cheat the system - an area that has cost the city more and more each year and now has an annual cost of more than $142 million.

Councilwoman Wendy Greuel Wendy Greuel is President Pro Tempore of the Los Angeles City Council representing the 2nd District. Greuel was elected in 2002 to fill the remainder of the term of Councilman Joel Wachs. She was elected in her own right in 2003 and reelected in 2007.  endorsed the Zine proposals.

``This will send a message we will not accept fraud,'' Greuel said. ``We are saying you need not apply for a job in the city of Los Angeles
