Delgadillo was asked last month to make recommendations on ways the city could prevent patient dumping after police last month said they saw two ambulance companies, APT Ambulance and Pro-Care Mobile Medical, dumping patients who had been discharged from Los Angeles Metropolitan Medical Center, 2231 S. Western Ave.

Administrators from the ambulance companies and the hospital refused to comment on the allegations.

Taking steps to prevent patient dumping is part of the Safer City Initiative, instituted in September by Mayor Antonio Villaraigosa in an effort to clean up the downtown area.

However, there have been complaints from neighboring council districts that transients are moving in and building makeshift encampments.

Authorities also say they may have to add street-cleaning crews to the Skid Row area because of a significant increase in the amount of trash generated by homeless residents.
