Housing Department officials selected projects based on design, potential for positive effect on the neighborhood, estimated cost and how well they qualified for funding from sources outside the city. Officials also looked to target key populations such as seniors and low-income residents.

``Affordable housing for working families is critical in attracting and retaining a quality work force of our city,'' Greuel said. ``We are asking Sacramento to give to the city its fair share of resources so we can build the housing the city so desperately needs.''
