The City Council on Tuesday adopted a $291 million two-year spending plan that includes hiring five new employees and creating a new landscaping program.

Staffers faced a challenge in balancing the ``status-quo'' budget because of an anticipated leveling of revenues, including sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government.  and construction permits in the next two fiscal years.
