CITY'S GANG PROGRAMS COME UNDER FIRE.

Gang-intervention workers also called on city officials to include gang leaders in efforts to find solutions to the problem during the hearing, which was held by the City Council's Committee on Gangs and Juvenile Justice.

"We are missing the boat by not involving (gang leaders)," said Leon Owens, one gang-intervention activist, who asked panel members to meet with gang leaders next month.

Leon Gullette, who described himself as an ex-gang member, said many city programs aren't effective, because they aren't relevant to the people they're supposed to serve.
