The survey, designed to gauge the confidence of the city's 400 businesses, was completed in September. Survey questions also probed whether businesses plan to relocate and measured satisfaction with various civic aspects of San Fernando such as its police force and municipal government.

``Businesses in San Fernando are pragmatically optimistic about the future of the economy,'' said Scott Olin Schmidt, who conducted the survey. ``They like the way things are going.''

The survey, which had an 11 percent response rate, was funded by a grant from the U.S. Department of Commerce Economic Development Administration. Its results showed businesses were most satisfied with the city's public safety, real estate costs and local taxes.

For the second year in a row, survey respondents expressed a desire to see an increase in the financial incentives the city offers to businesses.

Withers said business retention activities such as a visitation program and site selection service are under way since the city created an economic development department in May.

With the epicenter of the entertainment industry to the southeast and a strong cluster of technology companies to its west, San Fernando is in a position to profit from both industries, said Jack Kyser, chief economist The Chief Economist is a single position job class having primary responsibility for the development, coordination, and production of economic and financial analysis. The problem, however, is San Fernando is running out of available land for expansion.

``They're a smaller city. Business satisfaction for them is very important,'' Kyser said.

``San Fernando is not unique in being landlocked landlocked adj. referring to a parcel of real property which has no access or egress (entry or exit) to a public street and cannot be reached except by crossing another's property. . This is more and more of an issue in the urban core of Los Angeles County. The sad truth is, we've been very wasteful of land.''
