City Council and treasurer races outlined positions and took questions Wednesday from more than 60 members of the city's Chamber of Commerce during a candidates forum in Granada Hills. Orozco, who has served as treasurer for 26 years, said her extensive experience - including her 10-year stint as the city's deputy treasurer - makes her the qualified candidate. ``I have the required experience, the knowledge,'' said Orozco. Virginia A. Mendoza, a registered nurse, said San Fernando is a healthy town, but not immune to problems. ``San Fernando has a wonderful history, it has a wonderful group of people that have come together to do what's best for the community, residents and businesses,'' said Mendoza, the only candidate who did not commit to a position on the business tax issue. ``Hopefully we shouldn't have to, but it would depend on what the situation is,'' said Mendoza. If elected, Juana Mojica, said she would like to improve public safety, promote the city's image to attract more businesses and provide existing businesses with incentives, such as a reduction in license fees for those that hire senior citizens or youth. ``We need to utilize our resources,'' said Mojica. ``Youth and senior citizens are our strong point. Why? Because senior citizens are the backbone of the community and youth are the heart of the community.'' Silverio Robledo, a bank loan officer, said his platform is focused on ensuring public safety, supporting local businesses and leveraging the strength of the city's youth. ``My first action (as City Council member) will be to appoint a young person to our Parks and Recreation Commission to give them a sense of ownership,'' said Robledo. ``I would also like to work with the Chamber of Commerce to see which processes in city hall aren't business-friendly.'' If elected, candidate Robert Villafana said he will aim to be business-friendly, will focus on educational issues and will air council meetings on cable television. ``I say a good economic climate equals more sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government. and better services to the community, which I think we're all interested in,'' said Villafana, a former member of the city's Parks and Recreation Commission.
